The Case Manager II plays a vital role in engaging supportive housing residents and providing services to help them integrate and stabilize into housing and achieve self-sufficiency. The Case Manager II supports residents in supportive housing to retain housing and develop goals for enrichment, stability, wellness, and recovery.
The Case Manager II also supports mental health stability by assisting the resident in developing goals that lead to behavioral changes which reduce mental health symptoms and improve daily functioning. The Case Manager II is responsible for serving residents at sites with complexity based on location of the property, availability of social services, population needs, and site dynamics make it more difficult to serve the community. The role facilitates linkage to community resources and 3rd party contracted partners as needed for residents.

POSITION OVERVIEW
In this role, you will supervise one or more Assistant Community Manager and Maintenance Technician and maintain working partnerships with local community groups including government officials, law enforcement, and fire safety professionals. You will collect rent and security deposits, make bank deposits, and verify resident income. You will ensure timely and accurate re-certifications, both interim and annual, and manage delinquent accounts, resident receivables, and petty cash. You will assist the Property Manager with the completion of monthly variance budget reports, annual budget preparation, and monitoring the fiscal status of the property. You will obtain all required program certifications, remain current with compliance and regulatory requirements (e.g., Fair Housing, HUD, TCAC, COS), and ensure property and staff are in compliance. You will complete annual and interim re-certifications accurately and on schedule and assist with the completion of MOR/TCAC reviews.

Completes incident reports within 24 hours of incident and sends documentation to Human Resources
Coordinates employee accident reports, conducts building site reviews and provides policies/ procedures to new tenants
Processes evictions in compliance with regulatory guidelines, court orders and/or upon direction by Property Manager
Participates in staff hiring decisions and conducts site operations for new employees
Conducts performance reviews according to MidPen policy; meets with staff monthly to provide performance feedback
Completes required company specific training within designated timeframe

Schedules income verification appointments, prepares and processes lease agreements and maintains housing wait list
Assists in the completion of re-certifications, welfare exemption documents, Management and Occupancy (MOR) and Tax Credit Allocation Committee (TCAC) reviews
Issues notices, schedules vacancies, prepares, and monitors turnover forms
Assists in the collection of rents, completion of security deposits, logs petty cash use and preparation of bank deposits
Inspects property and identifies maintenance and security issues

Maintains resident and property files without compromising confidential information

POSITION OVERVIEW
Under the supervision of the Community Manager, the Maintenance Technician is responsible for the overall maintenance of the property.
This position will oversee two properties: Donner Lofts and Hillsdale Townhouses.
ESSENTIAL DUTIES
Assists Community Manager with move-ins, move-outs and annual inspections
Prepares vacant units for re-occupancy within three to six days after a resident vacates
Assists Community Manager with the purchase of supplies and equipment
Maintains inventory control of all maintenance tools, equipment and supplies
Assists in custodial work (cleans common areas, laundry rooms, restrooms, recreation centers, offices, hallways, sweeps, vacuums mops, cleans windows and trash)
Performs typical maintenance duties such as, but not limited to:
Electrical repairs to appliances, fixtures, switches, and circuits
Plumbing repairs to water and sewage systems (replacement of water heater, plumbing fixtures, fittings and clearing of stoppages)
Replacement of flooring, glass, tile, screens and drapes
Carpentry repairs to structural framing and finish work
Painting (both interior and exterior)
Assures all required work orders are accurately completed and stored in apartment unit files with periodic and routine grounds activity
Ensures landscape and irrigation system are maintained according to MidPen standards and contract specifications
Oversees the storage area and entrances are clean, orderly and locked
Ensures adequate lighting is maintained throughout property
Schedules work order requests according to maintenance priorities
Assists Community Manager with coordination of the bidding process, schedules and monitors work performed by contractors
Completes required preventive maintenance for property as scheduled by the Community Manager
Participates in a standby emergency schedule for evening, weekends and holiday coverage
Complies with company safety policies, procedures and with Fair Housing requirements
Completes daily work logs
Coaches and provides oversight to the Maintenance Groundskeeper position
Performs on-call duties and after hours based on rotation schedule at property

QUALIFICATIONS

POSITION OVERVIEW
The Services Coordinator I plays a vital role in delivering and engaging partners to deliver educational, health and wellness, and asset-building programming for residents of MidPen properties. The Services Coordinator I provides access to and delivers programs such as: After School Program, Summer Program, Academic Support and College Readiness Assistance, ELL and ESL Programs, Health and Education Workshops, Food Security Programs, Nutrition and Physical Activity, Financial Stability and Capability Training, Rental Assistance, and Lease Education. This position also leads outreach efforts and plans community events/interactions which builds trust and engagement.

Responsibilities
Interviews and screens prospective residents for occupancy.
Prepares, processes and signs leases and rules.
Purchases general supplies, and services following the P.O. policy and procedures.
Assists with inspections and monitoring work orders.
Rent collection, receipting, prepares deposits using Boston Post property management software.
Writes warning letters and prepares legal notices to residents.
Submits required reports and maintains records according to JSCo policies.
Performs related work and other duties required.
Qualifications
Ability to read, write and communicate fluently in English.
Excellent problem solving, listening, and deductive reasoning skills.
Proficiency in Microsoft Word, Excel and Outlook.
Must have 1- 2 years property management experience preferably with Tax Credit properties.
Prior experience in managing affordable housing complexes.
Must have valid Driver’s License and reliable transportation, and be able to travel for training purposes.
Knowledgeable regarding company policies, federal, state, and local laws, Tax Credit Section 42, and other rules that pertain to tenants.

Responsibilities
Ensure consistent application of property rules and regulations, lease documents and report all violation.
Process, complete and maintain accurate resident files at move-in and at each recertification within established regulatory guidelines.
Conduct recruiting, hiring and termination process as well as training and evaluation of all staffs.
Responsible for program compliance such as HUD, TCAC, Home Program, RHCP, CAL HFA. AHP, etc.
Obtains appropriate documentation, completes certifications and collects deposits and rents in accordance with program policies and procedures.
Ensures site staff responds to all resident requests or complaints in a timely, efficient and courteous manner.
Complete work orders and turnover of vacant units in a timely manner.
Qualifications
Demonstrated experience/training/certification that provides the necessary skills to complete all tasks described in the job description, with or without a reasonable accommodation.
Basic mathematical skills with proficiency in reading, writing, and speaking English.
Able to work in a fast-paced environment with ability to prioritize assignments to meet deadlines.
Minimum of 2 years of experience in management, training and evaluation with Tax Credit properties.

Responsibilities
Process, complete and maintains accurate resident files at move-in within established regulatory guidelines.
Markets units in accordance with an approved marketing plan which considers all federal, state, local and regulatory requirements.
Ensure resident selection program compliance-HUD, TCAC, Home Program, RHCP, CAL HFA, AHP etc.
Schedule move-ins and prepare lease agreements and other related documents.
Prepares daily, weekly and monthly reports as assigned.
Process resident program re-certifications and renewals in a timely manner.
Any additional administrative, compliance, marketing and lease-up duties assigned.
